Harvey Land Rationalisation Program

Between 1993 and 2002, the State of Western Australia through the Water Corporation, sought to increase the supply of water to the State’s Capital, Perth.

The project was known as the Stirling-Harvey Redevelopment Scheme and involved not merely the construction of the NEW Harvey Dam, a mega structure able to store some 60 gigalitres of water (60 million litres) but also involved the laying of numerous kilometres of undergrown pipeline, the acquisition and disposal of wide tracks land and the resolution of numerous land tenure issues concerning the project.

The entire project cost $275 M and involved numerous deadlines along the way so that completion of the Scheme could be on time and on budget.

Our involvement in the project concerned the co-ordination and resolution of the various land tenure issues across some 2400 ha of land. New roads needed to be gazetted, easements and memorials established on the land not owned by the crown and the development of exclusion and protection zones to safeguard the quality of the water.

Further, once construction of the dam and the associated pipeline infrastructure was completed, we were also required to develop and implement a three-staged disposal plan for all land that was determined to be surplus to requirements. Thus ensuring that the maximum capital return was achieved for the Water Corporation post construction.

Our Development Partner – Adam Roebuck was responsible for overall delivery of land matters including the acquisition of land to create the dam, the subsequent land rationalisation program and additional matters including:

      • Legislative identification and compliance,
      • Preparing Ministerial communications and advices,
      • Co-ordinating major government infrastructure development, and
      • Community consultations.
