Asset Rationalisation

The Water Corporation of Western Australia is a multi-billion dollar commercial business owned wholly by the State Government of Western Australia. The Corporations function is to provide world class water and waste-water services to the people and businesses of Western Australia who a spread over a 2.5 Million square kilometre area. It is also responsible for providing drainage and irrigation services across the State.

As part of its role in providing vital infrastructure across the State of Western Australia, the Corporation has become the largest land owner in the State.

Soon after becoming a corporate body in 1995, the Water Corporation began an investigation and analysis of its activities and assets across the State and implemented a program of asset optimisation and rationalisation so as to bring world’s best practice solutions to its entire operations.

Our Development Partner, Adam Roebuck was a member of this program and between 1999 and 2005. He was responsible for overseeing and managing the day to day operations of the program in relating to the Water Corporations land and infrastructure assets.

During this period he saw some $85 M in underutilised assets recognised, rationalised and where necessary improved and placed on the commercial market. Approximately 2000 due diligence investigations were undertaken per year during this asset optimisation period, which lead to an overall streamlining of Corporation’s assets and a rationalisation of its

latent capital.

The due diligence investigations undertaken during the program included:

      • Historical land tenure searches,
      • Legislative and statute research,
      • Asset lifecycle investigations,
      • Land encumbrance examinations,
      • Planning and infrastructure studies,
      • Consideration of Governmental priorities, programs and initiatives,
      • Highest and best use investments and,
      • Rezoning, subdivisions and construction.

It is our belief that maximum asset optimisation and rationalisation can only be achieved when a holistic approach is undertaken towards due diligence investigations.
